Senator Rosilicie Ochoa Bogh (R–Yucaipa) announced her appointment to the Senate Rules Committee, a key body responsible for overseeing the operations and procedures of the California State Senate.
“I’m grateful for the opportunity to serve on the Rules Committee. This role allows me to meet and evaluate nominees for state agencies, commissions, and schools, and to better understand the issues they face. I look forward to contributing where I can,” said Senator Ochoa Bogh. “It’s an honor to serve alongside Senate leaders, including Senate President pro Tempore Monique Limón, and to be part of the broader structure of state government.”

Budget and Fiscal Review: Breaks the Governor’s proposed budget into broad subject matters (such as Education, Natural Resources, or Health and Welfare) and assigns each state agency and department to one of five subcommittees (Education; Resources, Environmental Protection, and Energy; Health and Human Services; State Administration; Public Safety, the Judiciary, Labor, and Transportation). Subcommittee hearings begin in March, during which the Legislature conducts its most extensive review of budget proposals and adopts changes. State agencies, the Department of Finance, the Legislative Analyst’s Office, and interested stakeholders provide input.
Budget Subcommittee #1 on Education: Reviews and discusses the Governor’s budget proposals and alternatives relating to education.
Education: Considers legislation related to K–12 and higher education, as well as certificated educational personnel.
Energy, Utilities and Communications: Handles legislation related to utilities, energy companies, alternative energy development and conservation, and communications development and technology.
Governmental Organization: Oversees legislation related to state government organization, horseracing, public gaming, the National Guard, alcoholic beverages, emergency management, and the use of state-controlled lands.
Housing: Reviews legislation related to housing, including state housing funding programs for low- and moderate-income families, homelessness, land use approvals for housing developments, housing successor agencies, obligations of local financing districts, manufactured housing, building codes and standards, and common interest developments.
Human Services: Handles legislation related to CalWORKs and other welfare programs, CalFresh, child welfare and foster care, services for individuals with disabilities (including regional centers and state developmental centers), in-home supportive services (IHSS), aging and long-term care, community care licensing, and social and rehabilitative services.
Joint Legislative Budget: The committee ascertains facts and makes recommendations to the Legislature regarding the State Budget, revenues and expenditures, and the organization and functions of state government. It has a continuing existence and may meet during legislative sessions, recesses, and the interim period between sessions.
Privacy, Digital Technologies, and Consumer Protection: Focuses on legislation concerning privacy, digital innovation, and consumer protections, with a particular emphasis on artificial intelligence and emerging technologies.
Rules: Responsible for proposed amendments to Senate rules and other matters relating to the business and operations of the Legislature.
